To P.M Mikati, Checks and Balances are “Makeup”

PM Mikati on what must be done to improve the FPM’s electricity plan:

let’s say, the plan must have some makeup on its face

I understand that Mr. Miqati is trying to be diplomatic and tactical. But this is a very wrong and misleading categorization of what’s going on. What the FPM’s plan in its current form lacks is institutional supervision. That is a fundamental problem, not a superficial one you can fix with “makeup”.
