Why did the Syrian Authorities Photoshop a Swearing-In Picture?

There is speculation over at The Guardian over whether this photo of the Syrian President swearing in the new Hama Governor is authentic or fake.

To me, that is not the important question (it is definitely fake). The important question is: Why was there a need to photoshop this picture in the first place? Was it so difficult to arrange a meeting between the President and the governor? Why? Is the security situation of the president so fragile that he can’t even conduct his usual business? Could the governor not make the trip from Hama because the situation is that out of control? (Thanks Akram)
