Is There a Plan to Assassinate Mr. Saad Hariri?

Apparently the ex-PM really is outside of the country because there are credible threats against him. I’m a bit surprised because I assumed that Mr. Hariri always expected to be assassinated and took extra caution all the time.

This in my mind raises the question: Was there a regional agreement against assassinating him that was somehow undone by the events in Syria?
