Tripoli Islands Neglected By Ministry Of Tourism

As someone from Tripoli, I have a direct experience with the limitations of visiting the islands:
tourists are only allowed to visit the [islands] reserve during two months of the year and are asked to obey certain regulations to preserve the local ecosystem. Visitors cannot harm, remove, or cause damage to any living or nonliving constituent of the reserve and cannot fish, hunt or hold camps. All visits must also be guided.
I knew that a lot of potential is being wasted, but I never knew that “the reserve is said to contain the only islands suitable for ecotourism on the coast stretching from Turkey to Tunisia“.
But why go to the Ministry of Tourism? Tripoli is full of competing billionaire politicians (Safadi, Mikati, Hariri’s proxies) who are throwing millions at less worthy projects. The real question is: What is preventing them from rehabilitating Tripoli landmarks like the Islands and the Rachid Karame fair.
