Iraq had an embassy before they invaded kuwait, and they always considered kuwait a part of iraq. As long as the baath regime is in power, lebanon will alway considered as a syrian state. They want to see what they can get for each tiny step like: - Saying that they will have an embassy. - Saying that they will start talking with the Lebanese government to establish an embassy. and so on! I have faith in our new president and I believe he can make this happen. Assad is being interviewed left and right and I doubt he will make a u-turn with the spotlight fixed on him.
