I believe Jay’s answer comes closest to the truth.
It was a mistake of the Hariri government to attempt to shut down the HA phone network (at this point), giving HA a reason to destabilize an already fragile, no – unresolved political situation.
What bothers me most is, that the destiny of Lebanon continuously gets messed around with by outside entities.
The latest clash with Israel (HA was vitally involved) still left scars, putting the country and it’s infrastructure “back in time”. And now this! Again an attempt to halt prosperity of a beautiful and capable country, denying their citizens to take life into their own hands. This saddens me. It is just not fair.

Israel did not occupy Sunni Beirut and shut down Al Mustaqbal and kill the innocent people in West Beirut and Mount Lebanon. Iran does: that’s why we hate Iran. It is a simple equation safavid chick. JohnDoe, I posted this comment fews days ago before the event in Beirut turned ugly. Hopefully it would give you another opinion of why HA refuses to truly integrate itself within the State.

So what is HA up to? For those that still belief this entity its truly a resistance movement or just out to better the livelihood of the “impoverished” Shiite community, to put it mildly, you’re being too simplistic in your thinking and analysis.

I think HA is not interested in creating their own State or taking over Lebanon, at least not yet. They’re too clever to know neither option will be allowed to succeed. HA learned a great deal from the cunning tactics of the Syrians to take such rash decisions.

Even with 30 years of occupation the Syrians allowed MP’s to be “elected” and Lebanese Presidents to be “appointed”, just to fool or silence the critics into thinking Lebanon’s political institutions are functioning. Though the Syrians long term strategy of systematically dissolving the Lebanese institutions was very much in full gear.

This is the same strategy HA been employing. They want to keep the Lebanese State barely functioning, whether with a government of their liking or a feeble government too weak to even challenge their own ultraistic motives. HA knows they can’t afford to disturb the delicate sectarian balance or the external players, all this while continuing to grow their own military, political and social infrastructure separate from the State (hint the zealous warnings against messing with their own private phone network).

If HA’s strategy goes unchecked a day will come when HA dominant force simply will overwhelm the State and becomes the de-facto Lebanese State. That’s why this government, with all its shortcomings, can not afford to lose this struggle.

Its been suggested a number of times by pro-government politicians,but Hizbollah instantly rejects this idea since it hinders or effects their “Reason D’etre”…This isolationist entity called Hizbollah does not want to be part of the Lebanese state or the Governement, it wants a state within a state, and to be left alone by the Lebanese authorities while fighting under the guise of anti-zionists and Arab-Islamic champions of the Palestinian cause, but in reality, they are nothing but an Iranian proxy army,and as recent events show, its not only Isreal that they are against.

Unfortunately it is a pure sectarian war that is happening in Lebanon it doesn’t need much to realize this you just have to walk in the streets of Beirut and have to ask for an apartment for rent or sale in a “shi3a” or “Sunni” neighborhood and the first question is: Are you Sunni or shi3a?, then comes what is the budget? !!!!! You just have to attend a pure familiar event to face the reality. And now after the crazy savage events in Beirut and mainly against Future and Beirut both symbol of Sunni Muslim in Lebanon the drift is deep and any extremist organization can take advantage of it.
