Government officials sign Peace Treaties and documents like the Geneva Conventions on behalf of their citizens.

Apparently in the Middle East that idea is lost in translation. . . Frequently about half of any population abides by such agreements. In particular the related math in Lebanon is somewhat more complicated as such documents are honored by about half the government officials, half of the time more or less depending on the number of politicians who are assassinated during their term of office, which depends on the consensus of neighboring states + or -1.
