Locking cardinals up or even the Iraqi MPs represents an effort to force the parties to compromise on the means when there is a perfect understanding about the end result. In Lebanon the situation is quite different. The discussants have completely different objectives and to ask them to agree on a document is asking them to paper their differences. If all parties agree that the goal of these marathon sessions is to lay the foundations for a modern, democratic Lebanon then by all means lock them up although in that case there would be no need for the lock up because they are already in agreement about what is to be sought. If howeverthe parties have diametrically opposite goals then a dialogue will succeed only if one of the parties will be willing to renounce all its claims and vision, and that is highly unlikely. So what do we do? We do not elevate every difference between the majority and the opposition into an existential question and we ask the governors to govern and the opposition to oppose. Some political norms are exceptionless, that is what makes them valuable and essential.
