

The issue of the Lebanese who fled to Israel after the liberation of the south deserves a real and mainstream debate.

It was THE hottest issue in the parliamentary debate, but like in most other issues, it’s being used to score political points, not to find solutions. Too bad. The issue of the Lebanese who fled to Israel is real and needs to be addressed with less shouting and more level-headedness.
The parliamentary showdown had two protagonists: The FPM on one hand, and the Alliance of the so-called Al-khatt-al-kawmi people, represented by Hezbollah, Amal and the PSP. The polarization is so pronounced you can hardly tell that the two parties are talking about the same issue.
To the FPM (and to the secret backers who are not talking because they are represented in the government,) the issue is humanitarian: The “refugees” are Lebanese citizens, said Michel Aoun. They were the victim of the government’s neglect of the south and the Lebanese Army was not sent to protect them after the Liberation, he maintained. This is why they deserve to come back.
But nobody asked the “traitors” to go to Israel and to ask for the enemy’s citizenship, retorted Hezbollah, they should have surrendered to the Lebanese judicial system –which was very lenient with the “agents”, they grumble- Jumblat Echoed that sentiment in yesterday’s AlSafir, and backed it with an aggressive campaign to discredit Aoun in the parliament (see previous article)
“They were scared” insisted M.P. Kannaan from the FPM. “The word they heard from (sayyed) Hassan Nassrallah was that the resistance will come and slither their throats while they’re sleeping”- Nonsense! Answered Naim kassem of Hezbollah, “Sayyed Nassrallah is a great national leader and marja3iyyé wataniyyé (for however you translate that), and he would never say anything like that.
The problem with such a debate is that it’s polarizing the Lebanese people into sectarian stereotypes. Aoun, (and secretly, the LF) are only echoing the sentiments of the Patriarch, who wants the Christians who went to Israel to come back and to be forgiven. The Moslems, on the other hand (including Almustaqbal Newspaper who called them “agents” in this morning’s issue), are intolerant of another far-reaching amnesty.
Some people are finally starting to shape the debate by giving it more substance and less sizzle. Amal’s Ali al Khalil said today that the debate shouldn’t be confessional, and that, in an apparent hint to the Patriarch, contrary to common believe, there are a lot of Shias among the “agents”. He gave the problem a security dimension by saying that Lebanon’s security situation cannot handle another influx of people who have a high probability of being Israeli Agents. The ball is in Michel Aoun’s court to explain how, in case the people came back, they would be sorted between suspects and normal citizens.
The most important thing is that the issue be debated openly among the Lebanese people, through the media, educational institutions and civil society. The a-priori alignments along sectarian lines and the culture of delegating to the leaderships and representatives should be challenged. The politicians have their agendas. We have a country to build.

سنة 1969، ارغم لبنان على القبول باتفاق القاهرة، فسقطت عمليا المظلة الدولية التي كانت تحمي حدوده، بواسطة اتفاق الهدنة.
تحول الجنوب الى “فتح لاند” وما لبث الفلسطينيون، تحت ستار ما سمي “القوات المشتركة” ان قاموا بغزوات لبسط “دولتهم”، ولن ننسى مذبحة العيشية المتزامنة مع قمة الرياض (ستة وخمسون قتيلا في ساعات).
وكان لتمرد ما سمي “جيش لبنان العربي” فعل الضربة القاضية، حيث تولى اسقاط ثكنات الجيش اللبناني في الجنوب، من صيدا الى مرجعيون مروراً بالنبطيه، وتمّ تفريغ المنطقة من القوات الشرعية من دون ايجاد بديل، مما شكل دعوة مفتوحة لاسرائيل، ادت الى اجتياح 1978، وصدور القرارين 425 و426 (شكراً لغسان تويني).
حاولت الدولة (رحم الله الياس سركيس) ارسال كتيبة من الجيش الى الجنوب، لكنها حوصرت بين نارين: اسرائيل والفلسطينيين، فتركتها “الدولة” لمصيرها، مكتفية بارسال رواتبها بواسطة الصليب الاحمر، عبر اسرائيل !.. فكان ما كان من امر نشوء “جيش لبنان الجنوبي”، بامرة الرائد سعد حدّاد، الذاهب اصلاً بقرار من الحكومة وامر من قيادة الجيش… سلّموه لاسرائيل واتهموه بالعمالة !..
يومذاك كانت القوات السورية، ومنذ 1976، قد دخلت صيدا، فكمن لها الفلسطينيون وابادوا كتيبة مدرعات عند مدخلها، وتمركزت قوة في جزين، (كان العميد الركن رستم غزاله يومذاك ملازماً مقيماً في بلدة روم…).
ثم كان اجتياح 1982 الذي وصل الى بيروت، مروراً بالجنوب… وكان اتفاق 17 ايار الذي أُجهض، ولعله كان، في حينه، الحل العملي المرحلي المستطاع، لانهاء الاحتلال الاسرائيلي، لكن ثمة من رأى، وقرر، وفرض، ابقاء الاحتلال سبعاً وعشرين سنة اضافية، لمنع تطبيق جميع قرارات الدولة اللبنانية حكومة ومجلساً ومرجعيات وطنية، وقيادات روحية وسياسية، التي كانت تطالب بفصل القضية اللبنانية عن قضية الشرق الاوسط، ووضع حد لمأساة الجنوب !
في 1983 انسحبت القوات الاسرائيلية من الجبل فسقط واستبيح ذبحاً وتشريداً، وتمزق قلب لبنان، وفي 1985 انسحب الاسرائيليون من الاولي وصيدا وشرقيّها - ساحل منطقة جزين، وكان المقصود تهجيرنا الى الحدود، لنكون اكياس رمل، لكننا قررنا الصمود، باجماع مسؤولي تلك المرحلة، المرحومين جان عزيز وفريد سرحال، ونديم سالم وانا، وبالتفاهم مع وليد جنبلاط، وبمعرفة المغفور له سليمان فرنجيه، وعلم عبد الحليم خدام، فطلبنا من الدولة اللبنانية تكليف الجيش اللبناني الموجود في الصالحية وجزين (كنتُ قد استصدرت منذ 1976، مذكرة من قيادة الجيش - العماد حنا سعيد، لانشاء تجمّع للجيش اللبناني في جزين، ووضعت منزلي بتصرفه ووفّرت له الاعتدة والاغذية من بيروت وبالتنسيق مع القوات السورية، حتى 1982) لكن الدولة اللبنانية لم تستجب لمطلب تكليف الجيش، وتخلّت عن المنطقة، وأباحتها لاجتياح فلسطيني اصولي مشترك، فاختار ابناء المنطقة والمهجّرون اليها الصمود والدفاع عنها، على مرأى ومسمع من العالم بأسره، ولم يكن من سبيل لذلك غير تنظيم جيش لبنان الجنوبي (اسألوا وليد جنبلاط).
خلال السنوات التالية، ومنذ الايام الاولى (نيسان 1985) ناشد اللواء انطوان لحد، الذي خلف الرائد سعد حداد، الف مرة، الدولة اللبنانية، ان تكلّف الجيش تسلّم مهماته على الارض، لينسحب هو، لانه يقوم بمهمة البديل الموقت للاصيل الغائب (الهارب ؟)
تدخل الفاتيكان، وارسل قداسة البابا موفداً خاصاً اقام في جزّين، وشملت مهمته الاجتماعية والانسانية سائر المناطق المجاورة على اختلاف المذاهب (سنة صيدا - شيعة النبطية والشريط - دروز الشوف)، وظلت المنطقة عرضة للقصف والتفجيرات وسقط مئات الضحايا من المزارعين والرعاة والعمال الكادحين والاطفال الابرياء، بينما كانت المزايدات مستمرة، واصوات النشاز تلعلع برفض عرض جزّين اولاً الذي طرحه الرئيس بوش (الاب) في مؤتمر مدريد، كما اخبرني بذلك فارس بويز، وكانت “حجة” الرافضين ان ذلك هو “فخ اسرائيلي” !..
سنة 1983 عقدنا اول مؤتمر شعبي في جزين وفي 1985 عقدنا المؤتمر الثاني واعلنّا تمسّكنا بالشرعية والعيش المشترك ودعونا الشباب للانضمام الى الجيش اللبناني، الخيار الوحيد للسيادة والوحدة الوطنية.
في مرحلة قيادة العماد ميشال عون للجيش اللبناني، اتخذ قراراً جريئاً بفتح التطوّع ضمن تجمّع جزّين فناهز عديده ما يوازي كتيبتين ظلّتا في حال انتظار ثلاث عشرة سنة (1986-1999) حتى صدر قرار بتبديد شملها (1999).
في 1999 تم انسحاب شباب المنطقة من “جيش لبنان الجنوبي”، قبل انسحاب هذا الجيش من المنطقة، في انتظار عودة الدولة التي طال انتظارها…
جاء اميل لحود، وسليم الحص، فاستقبلناهما في جزين، وكان الشباب الذين دافعوا عن المنطقة في طليعة المستقبلين، فطمأنهم رئيس الجمهورية الى ان “لا جناح عليهم”، ودعاهم الى البقاء في بيوتهم وبين اهلهم. يومها دعوت وزير العدل (جوزف شاوول) الى جزين فجاء مع بعض كبار القضاة (رحم الله حسن عثمان) وطلبت انتداب نيابة عامة الى جزين لعرض مختلف الحالات، واتخاذ القرارات بشأنها في ضوء ما قد يصنّف من اتهامات، ارتكازاً على فرضية “لا جناح عليهم”، وقد تفاهمنا على المبدأ، ليُعمل به لدى استكمال الترتيبات… لكننا فوجئنا، في الغداة، بحملة تخويف للشباب، وتهويل، واغراء، لتسليم انفسهم لحاجز الجيش، “قبل ان يقتلوهم” شارك فيها طامعون واغبياء، واذا بالمئات يساقون الى التحقيق، والتوقيف والمحاكمة، والسجن، وقد شرّفنا ان ندافع عنهم امام المحكمة العسكرية، حيث بدأنا بتحيّتهم وشكرهم على افتداء المنطقة وتجنيبها الاجتياح الهمجي الذي تعرض له ساحلها واقليم الخروب، والاعتذار منهم عن المحاكمة التي كان الاحرى ان يكونوا هم فيها على القوس لا في القفص، فباسم اي منطق، او عدالة، يتولّى الذين تخلّوا عن الجنوب محاكمة الذين صمدوا فيه ودافعوا عن الارض والعرض؟.. وكانوا، باي حالٍ، مكرهين !
لا نريد ان نفتح جراحاً جديدة، ولا ان ننبش ملفّات، ونَسوق اتهامات، لكننا، شأننا كلَّ مرة، وابداً، لا نصمت، فالجنوب هو كبش الفداء، واهله هم الضحيّة، ومن منا بلا خطيئة فليرجمهم بحجر !
ليس من لبناني في وارد انتقاص المقاومة، فالتحرير انجاز فريد، ما كان ليتحقّق، ضمن الظروف الاقليمية والدولية، لولا الشهادة البطولية، ولكننا لن نغمط حق الصمود البطولي، الذي لولاه لما بقيت وحدة ارض وشعب. لقد كسر العماد ميشال عون سور التحريم المفروض على المسؤولين في لبنان، وخرق قاعدة الصَمَم والبُكم السائدة في المجالس النيابية والحكومات، وهو مشكور لأنه آن الاوان لاعلان الحقيقة، والجهر بالرأي، فهل تكون لدينا الشجاعة الكافية لمواجهة انفسنا، واخذ المبادرة لتخطي عقدنا النفسية، والتحرر من رواسب الخوف والممالأة وعبودية الشعارات الفارغة، فنستعيد كياننا الموحّد، في مصالحة حقيقية شاملة، تضع حداً لدوّامة المآسي التي تلفّنا، وتعرقل عبورنا الى المستقبل؟ ان اللبنانيين الذين لجأوا الى اسرائيل، او تاهوا في الرياح الاربع، بتهمة العمالة، هم اهلنا، وبنو قومنا، ونحن شركاء في المسؤولية، وليس بيننا من يدّعي العصمة. فهل تكون لدينا الحكمة والجرأة، لنواجه الحقيقة، ونطوي، الى الابد، عهود الشحناء والبغضاء؟
marja’a/marja’iyya = “source of/for emulation” — it’s a shi’a concept: basically it is one of the highest title a shi’a cleric can attain. a “marja’a” is somewhat like a “perfect person”, which is why he can & is to be emulated, i.e. copied/followed/obeyed.
thus, a “marja’iyya wataniyya” is a “national source of/for emulation”
giving that title to Nasrallah would be called “chutzpa” among the cousins south of the border…
Thanks for the translation Ashraf, but the expression is also used for non shias , religous (like patriarch Sfeir), or non religious (like Nabih Berri). but i guess the concept was adopted from the Shia one.

coming back to the recent discussion on “sectarian federalism” of two blogs ago, the usage of originally shi’ite concepts like “marja’a” in the secular (berri) ass well as non-muslim (sfeir) realms is a prime example of the syncretism and hybridity that characterizes lebanon. which, in my view, is a GOOD thing.
the point, thus, is to highlight how intermeshed the various “communities” already are and how silly (& even impracticable) sectarianism (as a political strategy) is.

Israel invaded and occupied Lebanon? Syria did the same and for much longer. Israel did a blocus on west Beirut in 83? Syria did a blocus on the Aoun controlled regions in 89 and 90. Israel bombed west-Beirut? Syria bombed east-Beirut even more. Israel abducted Lebanese citizens? Syria abducted more from all sects (have you ever read solida or Amnesty reports?)
Etc.. etc…
I don’t understand why collaborating with Israel is worse thant collaborating with Syria. I am not trying to defend the Israeli conduct in Lebanon but those who collaborated with Syria are free (and good for them) but shouldn’t the same justice apply on everybody?
Justice? Justice is punishing those who did lebanon wrong. The general amnesty wasn’t about “justice”. But at the time, it was needed.
It can be said that those who collaborated with Syria and Israel (as some parties did) were fighting for some distorted image of the Lebanese Cause. What image were the SLA fighting for? Justice? Protection? They were direct proponents of Israeli action, and not just collaborators. Let the SLA in. But take them to court. Let them have a trial. If you want Lebanon to succeed, you can’t just applaud the thief. Sometime, somewhere, people will have to be punished. When does that start? When all that should have been punished are forgiven?
The Lebanese that are in Israel are not all SLA. The men are, ok! But the women and the children are not. The men for sure should be trialed or dealt with, but is it humanly right to send to jail or keep in exile the women and the children? Moreover, the family of these people that have stayed in Lebanon (most of them still are in the South) are suffering a lot. They can’t find any jobs (the south is economically dead) and when they want to enroll in the army or any other government job they are rejected (because their oncle, cousin or something is in Israel). Without mentioning the numerous threats and attacks by HA and Amal followers (i’m an eye witness). These people should be taken care of.
And i think that General Aoun’s speech broke the taboo: there is a part of the lebanese people that are still suffering from the past war and its consequences. The problem should seriously be tackled. We can only praise Aoun for having brought up the subject. Now it’s for our fine (and less fine) politicians to debate it and find a solution. Don’t sum up the discussion with the “traitors” or “agent” thing. There’s a lot more then the SLA guys in the problem.

There is something I just HATE with these kinds of issues!
When Aoun (or other christians) talk about people who fled to israel or lebanese detainese in syrian prison someone always manages to make it into a confettional issue where as the numbers show that in both cases there are MORE muslems who fled to Israel (I think i heard this issue when Hassan nasralla mentionned it in his latest TV interview a couple of monthes back) and MORE moslems in the syrian prisons! (As seen in the lists published by the parents of the detainees)
I think every person who insinuates this issue is about christians and not really a national issue should have to listen tu superstar and start accademy 24hurs a day, I am sorry I could not think of a worse punishement.

comparison between SLA and pro-syrians does not hold. pro-syrians and pan arabists acted by virtue of sometimes acceptable ideologies whereas SLA and Collaborators with Isreal Acted By vice of material gains and were a proxy force of subversive action aimed basically at logistical support for the israeli army. bashir gemayel and samir geaga did collaborate with israel but they can’t be described as israeli agents but rather their action can be largely justified by their own supporters. there’s a dividing line between SLA and LF in this case since SLA’s actions were continued well after AL TAIF and committed vast crimes against civilians and legitimate resistance fighters.
IMHO, and from all this i think the best option is for them to surrender to Lebanese Authorities, renounce their israeli passports and announce regret over their past actions. they should be tried and leniency will be shown in this case i’m sure. most importantly, hezbullah and Amal should be part of the “Deal” in someway or the other. they’ll figure it out i’m sure
if what the sla did was wrong then why did we bring down the syrian puppets? so we say the sla should have placed their areas under the control of the syrian puppets but then we turn around and reject that for ourselves. congratulations on that great logic.

SLA was not set by Israel - SLA was created by a scission in the Lebanese army because the Palestinians transformed the south in a leaving hell, and the state failed to provide even the most basic level of security there. SLA was set up by native people of the South (Maronites and Shia) to protect themselves. If the SLA-people are judged, than I demand that the leaders who lead to this situation, the so-called islamo-progressist front be also judged.
You say that the ideology underlying the pro-Syrian behaviour is more excusable? Do you know anything about Baathi ideology? It advocates the use of brutal force to unite the ‘arab nation’ and denies all basic human rights. You should know that real justice is only concerned by acts, not by ideology: a murder is a murder whatever the underlying ideology. If the SLA at its end, became an Israeli proxies, so were Nasrallah and all the members of the Lebanese security services : they were little more than Syrian proxies - in fact Nasrallah never met Hafez el Assad, only high-ranking security officials.
The amnesty should apply on everybody or the same crime should be punished in the same way. You remind me of communists who pretend that their killings are more excusable than the Nazi genocide because the underlying ideology is more acceptable (or so they think). Panarab ideology may be a positive ideology for you but I only see a form of pseudo-nationalistic fascism. If you think that Baathi or Hezbollah ideologies are positive that’s your subjective point of view.
Let us come back to your morally superior baathis ideology. Besides the fact that it ideologically opposed to democracy and advocates the use of force to unite the ‘arab nation’. Michel Aflak wrote that if some Arabs (=Maronites which I am not to answer your next question) deny their Arabism, they must be brought back to the motherland through all meanings, including brutal force (well that’s news).
Anyway who are we kidding. Do you think that Jumblat was a socialist interested by the people’s wellfare? It was the Baath who dismantled the United Arab Republic - a complete failure BTW. It was Hafez el Assad the ’secular’ panarabist who isolated Syria from the Arab world, banned all travels to the only other country controlled by the Baath and build an alawite-controlled security system to control Syria’s Sunnis. How secular and panarab from him. Guess how different and secular was the other secular panarab leader in neighbouring Irak? They had a better ideology? Who are you joking?

i wasn’t defending anyone all i said was you can’t compare SLA to pro syrians, the comparison should be between LF and pro syrians since they both had ideological reasons to the choices they made (whether to collaborate with syria or with isreal or with iran or with anyone else)and were parties in the civil war not mercenaries, whereas SLA were simply only mercenaries. nonetheless , yess there are those common SLA caught in between that are more or less excusable and like i said their only true option is to turn themselves in , coz amnesty for them without the consent of HA and amal means civil war
another point is the failure of SLA to be part of al taif like all other parties including the LF and samir ja3ja3, which means their crimes ceased to be justified after al taif and amnesty is not an option for late repentors. not to forget the basic point that if what you said is true about palestenians making the south a living hell, well there were no palestenians there anymore so the reason for the SLA’s very existence ceased to be.
